Phillips scored 27 points on 12-for-14 shooting to lead the Liberty to a 79-70 victory over the Charlotte Sting on Tuesday night.
"Tari is tremendous when she goes up strong," teammate Teresa Weatherspoon said. "We told her 'We're going to throw it up there for you to go and get it.'"
Becky Hammon added 13 points and Weatherspoon had 11 points and seven assists for the Liberty (3-3).
Andrea Stinson led Charlotte with 22 points. Allison Feaster added 15 points and Clarisse Machanguana 14 for the Sting (1-4), who completed a four-game road trip.

Andrea Stinson scored 20 points as the Sting beat New York 66-61
Tuesday night, extending their winning streak to four games.
"Surprisingly, I felt that at 1-10 we were a good team," said
Allison Feaster, who hit a tie-breaking 3-pointer with 1:11 left.
"We just needed to believe in ourselves and pull out those close
games. I knew we could do this."
Feaster took an inbounds pass from Stinson and hit the 3-pointer
from the right baseline to give Charlotte a 64-61 lead.
The Liberty had possession in the final seconds, but Teresa
Weatherspoon missed a shot in the lane. Charlotte's Tammy
Sutton-Brown grabbed the rebound and passed to Stinson for a layup.

"Can you believe this?" she screamed. "The Charlotte Sting are going to playoffs! Who would have thunk it?"
No one would have earlier this season, when the Sting started the year a league-worst 1-10.
But they've embarked on a miraculous midseason turnaround, capping it with an 80-60 victory over the Liberty on Saturday night for consecutive wins over the top two teams in the Eastern Conference.
The Sting improved to 17-14, a WNBA record for the biggest turnaround in a season.
"When you start the season 1-10 there's not a danger of being overconfident," Donovan said. "We've been at the lowest point,
we've been in the valley, and just getting into the playoffs as the No. 4 seed is not our peak. We're looking to do some damage."
With their dominating win over New York, the No. 2 seed in the East, Charlotte proved it just might have a chance to do that.
The Sting shot 51 percent, outrebounded the Liberty 31-23, forced 13 turnovers and answered the few challenges New York made.
The Liberty, who trailed 39-28 early in the second half, cut it to 47-41 with 14:03 to go. But Allison Feaster and Andrea Stinson hit consecutive 3-pointers to put Charlotte back up 53-41 and New York never got any closer.
