The game was tied at 64-64 with eight minutes to play when Swoopes keyed a decisive 10-1 run over the next 5 1/2 minutes. She scored six straight points during the burst, while Michelle Snow added four.
Snow finished with 10 points and 10 rebounds for Houston, which shot 48 percent (29-of-60) from the floor.
Betty Lennox kept the Storm in the game with a season-high 29 points, shooting 13-of-20. Sue Bird and Lauren Jackson added 14 apiece for Seattle, which has lost three of four.
Houston guard Dominique Canty, averaging nearly 12 points and four rebounds, left just minutes into the contest with a broken finger on her right hand.
