The loss snapped a four-game winning streak for Sacramento, which shot just 31 percent (20-of-64) from the field and failed to place a player in double figures.
Edna Campbell and Demya Walker paced the Monarchs with nine points apiece.
The Comets never trailed after the Monarchs scored the first basket of the game, extending their home winning streak to eight games. They have won all three meetings with Sacramento this season.
Janeth Arcain scored 16 points and Sheryl Swoopes added 10 for Houston.
