Washington held a 50-34 lead after a jumper by Annie Burgess with 14:48 to play, but San Antonio responded with a 24-7 burst to take a 58-57 lead on a three-pointer by LaTonya Johnson with 8:22 left.
After Nakia Sanford tied the score with a free throw with eight minutes to go, Penn scored the next six points, giving the Mystics the lead for good on a layup with 7:25 remaining.
Washington extended its lead to 69-60 on a three-pointer by AiyshaSmith with 3:47 left before San Antonio pulled within 72-70 on a layup by Marie Ferdinand with 43 seconds left. But the Mystics made 7-of-8 free throws down the stretch to hold of the Silver Stars and hand them a sixth defeat in seven games.
Coco Miller scored 18 points, Muriel Page 16 and Burgess 14 for Washington, which improved to 1-1 at home.
Ferdinand tallied 17 points to pace the Silver Stars, who fell to 0-3 on the road.
The game was delayed for approximately 15 minutes with 11:21 left in the first half when San Antonio's Sylvia Crawley suffered a neck injury while sandwiched between Sanford and Tonya Washington going for a loose ball. Crawley was removed on a stretcher and taken to George Washington University Hospital.
There was no immediate word on her condition.
